Strong casework is not a stack of photographs dropped into a PDF. It is a timeline: what was cited, what was observed, what was corrected, what evidence exists, who performed the correction, and what the governing requirement actually says.

That discipline applies whether the matter is a mock inspection, an OATH hearing, a corrective action plan, or an emergency reopening.
